Rationale for this PR

This PR updates the changelog which should have been updated with the previous PR. It also includes a patch version bump in order to force a new release (one which will include the changelog).

It also includes a new GitHub action which attempts to keep the changelog found in the docs/ directory in sync with the changelog in the root directory. This will ensure that both files are kept in sync - PR submitters will still need to update the changelog in the root of the repository.
